ELNET is non-profit NGO strengthening strategic cooperation between Israel and Europe, with a Central and Eastern European office focused on security, civil defence, and democratic resilience. Across the region, ELNET connects policymakers, security practitioners, emergency-response professionals, experts, and technology leaders so that lessons are translated into durable partnerships and practical cooperation.
At Future Forces Forum 2026, ELNET CEE will present its work at the intersection of security policy, operational resilience, and Israeli innovation. Rather than showcasing a single product, ELNET will offer a platform for exchange: connecting the experience developed in Israel under sustained security pressure with the urgent resilience and preparedness needs of Central and Eastern Europe.

On 22 October, ELNET CEE will convene experts from Israel, the United States, and Central and Eastern Europe for a focused discussion on protecting strategic infrastructure, strengthening civil defence, and building community resilience.
The panel will move beyond theory to examine what governments, cities, emergency services, infrastructure operators, and communities can do before a crisis begins. It will explore lessons from countries facing sustained security pressure and ask how those lessons can be adapted to the realities of hybrid warfare Europe’s facing today.
